Updated Foreword: There was some confusion as to the authenticity of this legislation, but Brollonks brought it to my attention that this is indeed real, and provided links to the official government website that back this up. It is not a hoax. However, misunderstandings of the severity and implications of the report have occurred, which we can now clear up for you: No, there is no bill. But, yes there is just a notice of inquiry at the moment.

It will likely not affect us. However it is important to keep an eye on these things.

Again (to reinforce this point) we do not need to be afraid! As Homophones brought to my attention, the "legislation" is actually just a "note of inquiry". That means that it is a hearing where comments and opinions are invited, but no rules have as yet been proposed. There is no bill yet... this is only one of multiple preliminary moves required by law before a bill can start to go through Congress. 

We are OKAY!!! Nothing will change yet, but it is still important to be vigilant and aware of such matters.

Hello everyone on Deviantart. I am making this journal to address a very pressing matter, and to help raise awareness of a topic that I am, quite frankly, horrified that people aren't talking about more. Even the news seems mostly ignorant of such a serious issue. I am talking about new proposed copyright laws that basically mean your art is no longer protected since you make it.
It basically legalised copyright infringement, and may cost thousands, if not millions of artists their jobs.

The future of every artist, musician, songwriter, graphics artist, illustrator, designer, novel author, architect, indie-game maker, poet, photographer, and writer could be in grave danger. I fear that we may not even have a future anymore...

Without further adieu, I'll explain what this is about and what it means for artists.

As outlined by the below video, new legislation is going to be put in place by the US Congress to replace all existing copyright law. This would likely mean that these new laws would replace international copyright laws, so it affects artists throughout the world.

At the moment:
  • Any work you produce is protected by copyright since the time you made it. 
If/when this new legislation is allowed to pass:
  • You would have to register any works you want to protect including but not limited to photos, sketches, and paintings. This may cost money in registration fees as well, which most artists have a really tough time making and wouldn't be able to afford.
Professional artists rely on the sale of their work to make a living. Art is their job. It is what they do to stay alive, and it is very difficult. Many, many artists have to hold down a second or even third job just to afford basic living expenses.

I, myself, am a student in art college. I have spent the last decade of my life (pretty much half my life) preparing to be a professional artist. In addition to this I have made my own music, created my own short animations and I am (slowly) writing my own book. They were intended as a sort of backup source of money should I not make enough with just my art alone. I was also planning on making money from my artwork through royalties in the future. Everything I do pretty much involves the creation of original works. If this legislation gets passed I won't have a future as an artist. In fact, I may not have a future.

This legislation means that it will be impossible to sustain a job as a fine artist if I have to register everything to keep copyright. I'll probably have to pay more money towards registration than some of the pieces I make would sell for. This kind of legislation is wrong. It is severely damaging for anyone whose job relies on the creation of intellectual property and original works.

yeah.  still, the fact it got so far is not good.  i'd heard the patent reform stuff going on but didn't realize it also extended to copyright and artists' works

More problems?! Seriously?! What's going on world?! Are you trying to make us crazy?! WHY IS THIS HAPPENING?!! People are trying to get a good future and you're trying to destroy our future?! UGH! I'm SICK of all these problems!!! I'm not talking about you guys but i'm talking about people who are trying change the world, and i'm really angry at them, so please don't misunderstand me, okay? I'm not sure yet. I would be researching it more atm, but the internet where I'm staying at this week is beyond rubbish and pdfs and quite a few websites won't load properly because of it. :| (Blank Stare)

This journal serves the purpose of educating people that the 'new copyright law' that everyone's so worried about at the moment is nothing more than a Notice of Inquiry and they have nothing to fear, while also reminding them that we can't just ignore these things and pretend they don't exist, either .

LMAO! I love that man! I agree with you 100%, though! Humor seems to be one of the best and sometimes only way to reach people about issues that will or are going to have an impact on them. I mean everyone seems to think the Net Neutrality debate is over because of a court ruling. However, they don't seem to realize that Comcast and other big companies are out to try to overturn it. They just tried to shut down the government by posting a bill about it piggy backed on another bill. >.< People don't seem to realize the underhanded tactics that the government and lobbyists use most of the time.

Love the fact that you're bringing up the copyright issue, but I see the comments that people aren't really reading and simply freaking out about it. But good on you for bringing it to their attention. (Now, if only there were a way to get them to read more than the title most times.)

John Oliver is pretty good about talking about the big issues actually, and recently he was in TIME as one of the most influential people list. I'm glad you enjoyed his talk on Net Neutrality! :) And I agree with you!
Unfortunately, this problem really needs to be taken on by Americans themselves as that's where this problem is impacting the most. If they can safe net neutrality in the US, it'll have a domino effect across the world and new laws may even be put in place to protect Net Neutrality once and for all! :)

Thank you. :) I know. It's as if the last few decades, the first-world has produced a generation whose attitude to most things is TL;DR. It's as if they can't be bothered to write the words Too Long; Didn't Read. That's why I use so much bold and italics in a lot of my comments, to break it up and make it easier to read. I don't even know what to do about that.

If this passes, I will create a group to overthrow the government. I'm not exaggerating. I already have a group of people who want to help me. The government just becomes more and more tyrannical everyday; it needs put in it's place. There's already a huge uprising of groups that want to take it out. It needs to watch it's back. We're not stocks to make money off of, I'm sick of being treated that way. My rights are God given, not treats the government can give and take when it's convenient; they've tried to pull this crap before. We should make this whole nation come to a hault. All artists should stop producing their work. All children should stop attending school. All people should stop going to work. You have no idea how sick of this I am. This act shouldn't even be considered. The minute it was read it should have been rejected.

Did you even read the journal? Like actually read it from top to bottom? IT'S NOT A BILL. IT'S AN INQUIRY.

Inquiry doesn't mean the same thing as a bill; which, in itself, is a step down from an act - for it to be an act, it has to be passed through the government (people in the government have to vote yes). 

>They're opening an inquiry to see if people think the law should be changed. NOT that it will be changed. It's like someone on deviantart opening a poll asking if people want to pay for their art or pay for the rights to their art; their gathering opinions before they take it to a bill, IF they take it to a bill (then by all means, go charging into the government demanding they reverse the bill; if it even gets passed).

Illegal immigration started off as inquiry too. That's how bills start. The government has passed unethical things before. Secondly, again, it shouldn't even be considered. It is an obvious violation of your rights and can be exploited very easily. I understand what you're saying, at this point it's very unlikely it will be taken into serious consideration. I'm just really fed up that people can even come up with these things. Why would you even dare ask to make money off of our citizens in that way? It's gross.

It's fine to have an opinion; but the people on dA aren't to blame. Your original comment had a lethal tone and it just read as "blame blame blame blame BLAME!!!!" and because it was commented ON a members journal it looked like you were throwing the blame onto them. 

It's fine to have an opinion, it's even okay to voice it. Just don't shove it down other peoples throats.

Oh, I'm really sorry! I didn't mean for it to be taken out on DeviantArt members or the author of this journal. My angst is toward certain political leaders. Years ago, they tried something similar with changing how copyrights work, which caused a lot of problems with my father's business. Really, I think that a politician's real job should be protecting our rights, and this "idea" is a blatant violation of them. I really feel betrayed by our own government that they would even take something like this into consideration. 

Also, I feel the same way I'll try to be more careful next time with how I word things. :(
